The Critical Change Value has nothing to do with election processes. It's also no new measurement scale for COVID-19 infections. When you are doing special meter tests, like for example the ESD test, you need to verify all billing registers. A small register change is allowed, you can calculate it with the formula given in IEC62052-11 or with our little calculation tool.

The critical change value indicates the maximum amount of change allowed in the meter’s energy registers during disturbance tests without any current flowing in the meter’s current circuits.

Another question occurred these days. Will Santa Claus be able to deliver the Christmas gifts timely? I have my doubts. From his age he belongs definitely to the COVID-19 risk group, and we have travel restrictions worldwide. See the comment of Dr. Anthony Fauci on this. Nevertheless, if Santa travels then it will be carbon-neutral, but not completely emission-free.
